Animation utilities?

There is an idea scratching at the back of my head, and I don't think it's going to leave me alone until I do anything about it. Unfortunately, I don't have any animation utilities. Can anyone recommend something free or cheap? All it really has to do is let me staple a bunch of frames together into a GIF...

(In case you're wondering, the idea is on the same level of crazy as "Trilby: Snacktime" and is related to this [link] .)

I'm not sure what kind of file it will export, but Windows Movie Maker is available free (and I think comes with the newer versions of Windows), and you can just put pictures into frames if my understanding is correct.
